يوم نكث العهود .. يوم فقدان الشرعية الشعبية

نعم لدستور الشعب للشعب..لا لدستور الملك للملك

تسبقنا أيام قلائل عن 14 فبراير وهو اليوم الذي حفل موقفين متناقضين. الموقف الأول شعبي يعبر عن رغبة (من القواعد والنخبة) في دعم أي توجه لخروج البلاد من أي أزمة تواجهها، وتمسكاً بالثوابت وتكريس الوحدة الوطنية. هذا ما حدث في 14 فبراير 2001، يوم التوقيع على ما عرف بميثاق العمل الوطني، حينما توجه المواطنون في موقف متميز معبر عن صفاء نية هذا الشعب وصدقه، واستعداده للعطاء والتسامح.

وموقف آخر للنظام يعبر عن عدم ثقة واطمئنان للشعب وعدم احترام موقفه ورغبته. هو اليوم-14 فبراير 2002- الذي انقلب فيه النظام على كل المواثيق والعهود التي عبر عنها رموزه قبيل التوقيع على ميثاق العمل الوطني.

الفارق الزمني بين الموقفين حول كامل، حافظ فيه الشعب على عهده، بينما قابله ذلك تخطيط في السر للتنكر للعهود التي اخذها على نفسه أمام الملأ.هذا اليوم الذي قال فيه الشعب نعم للإصلاح والتغيير الحقيقي، وقال فيه النظام لا للتغير والتغيير. قال الشعب نعم للتقدم والمستقبل وقال النظام لا للإصلاح وفتح صفحة جديدة. قال الشعب نعم للأمل ولتقبل المحاولة، بكل محدوديتها، وقال النظام لا لفك الإرتباط بالماضي وعقدة الفتح والغزو وعناوين الإحتلال والغنيمة.

في هذا اليوم- 14 فبراير 2002- قرر النظام أن يكتب تاريخاً جديداً، ولكن بدون الغطاء الشعبي. فدستور 1973 يمثل أول عقد بين النظام والشعب، وقد توافقا عليه، برغم من قصور ذلك الدستور، إلا إنه الوثيقة التاريخية الوحيدة التي التقى فيها الطرفان وأعطى الشعب الشرعية للنظام. قبل ذلك التاريخ، لا يوجد وثيقة بين الطرفين، وكان وجود النظام يفتقر لذلك الغطاء الشعبي والشرعية المتعارف عليها.وما قام له النظام في ذلك اليوم، أن ألغى الدستور العقدي والوثيقة التي بها حصل النظام على الشرعية قبل ثلاثة عقود، كما قام بفرض دستوره من جهة واحدة ولم يحظ بأي غطاء شرعي شعبي لذلك. وعليه، فإنه – أي النظام- عندما قام بذلك فإنه ليس فقط ألغى الإتفاق الذي اتفق عليه الطرفان في 1973م، بل إنه فقد شرعية وجوده وصار يتصرف بدون شرعية.

فميثاق العمل الوطني- كما يعلم الجميع- لم يكن وثيقة مسح دستور 1973م من الوجود، بل تعزيزه، وإضافة عليه بعض المكتسبات. كما لم يكن الميثاق إقراراً مسبقاًُ بما قام به النظام لاحقاً بإلغاء دستور 1973م العقدي، وفرض دستور الشيخ حمد الفاقد للشرعية.النظام يحاول ان يلتف على هذه النقطة، بأن يفرض أجواء تسهم في نسيان أو تجاوز بعد الشرعية التي فقدها النظام بغباءه وحماقته. تأتي هذه المحاولة للتذكير بالميثاق عبر الدعوة للإحتفاء بذكرى التوقيع عليه.

وأعتقد بأن الجواب بأن يتم تذكير النظام بأن ما قام به في 14 فبراير 2002م قد أذهب ما حدث سنة قبل ذلك التاريخ. وعليه، فلابد التذكير بموقف النظام الناكث لتعهده والرافض للرغبة الشعبية. ولا بأس بالقيام ببرامج تذكيرية بهذه المناسبة المشئومة بطريقة معبرة عن رفض دستور الشيخ حمد الذي يكرس الدكتاتورية ويلغي الوجود والإرادة الشعبية بكل معانيها.

ويمكن الإحتفاء بذكرى 14 فبراير بطرق مختلفة، كلها تركز على بعدين:

الأول نقض العهود والمواثيق والثاني فقدان الشرعية الشعبية المطلوبة لوجود أي نظام.ويمكن اقتراح أمور في هذا الجانب:

1) برنامج تثقيفي وتوعوي يعيد للأذهان ما حدث قبيل وبعد التوقيع على الميثاق، وأركز هنا على الجيل الشاب والأطفال،حيث لابد من تعريفهم بحقيقة الأمور، وهناك العديد من الأفلام والأنشطة التي تصف في هذا الجانب (يمكن الإشارة الى فيلم توقيع الشيخ حمد في مجلس السيد علوي الغريفي- موجود على اليوتيوب www.youtube.com)) . طبعاً الأفق مفتوحة للإبداعات التي يقوم بها الأخوة والأخوات في التعبير واستعمال الوسائل المختلفة لغرس الثقافة والمعرفة بـ"14 فبراير يوم نكث العهود وفقدان الشرعية الشعبية"

.2) برنامج احتجاجي: وبشكل مختصر، هناك انشطة احتجاجية تعبيرية على مستوى الأفراد ( لبس السواد في هذا اليوم، عدم مشاهدة قنوات تلفزيون البحرين الرسمي في هذا اليوم، إرسال رسائل التعزية والإستنكار في مثل هذا اليوم، وغيرها من الأفكار)من جانب آخر، هناك أنشطة احتجاجية على مستوى شعبي وبشكل جماعي، مثل الإعتصامات، أو المسيرات، أو غيرها من وسائل التعبير الشعبيهناك أيضا وسائل احتجاجية خاصة، مثل وسائل الإيضاح على الجدران والبنرات على مداخل القرى وفي المناطق الهامة.

آخرون يمكن أن يطلقوا البالونات، بينما آخرون يرفعوا اعلاماً خاصة بالمناسبة أمام بيوتهم أو على أسقفها. وسائل التعبير أيضا تجد لها مجال أوسع الكترونيا لهواة الإنترنت، واستخدام قواعد البريد الإيميل والملتقيات والمنتديات الإلكترونية. من الأهمية بمكان، ومهما كانت وسائل التعبير المفتوحة، لابد أن تصل للنظام بان ما حدث في 14 فبراير مرفوض جملة وتفصيلا، ولايكن قبول أن يقوم النظام بفرض دستوره المفصل على مقاسه, مؤكدين على المطلب الشعبي بدستور ديمقراطي عصري يكتبه الشعب ممثليه. نقولها بالفم الملئان: نريد دستور من الشعب للشعب، ونرفض دستور من الملك للملك.
